AN EXTREMELY INTERESTING AND RARE COVER. THE BEST DISCUSSION SEEMS TO BE IN FACIT 2009 SPECIALIZED CATALOGUE WHICH LISTS THE STATIONARY COVER USED ALONE AS #RRF3A.  IT THEN NOTES THE FOLLOWING PREMIUMS: CORRECT USE ABROAD +75%, MIXED FRANKING RUSSIAN AND FINNISH STAMPS USED ABROAD +300%, RING POSTAL STATIONARY CANCELLED IN RUSSIA +100%. ADD TO THAT THE FACT THAT THIS IS A REGISTERED COVER AND IT IS SERIOUSLY RARE. A TRUE EXHIBITION PIECE!

THE 1 AND 15 KOPEK RUSSIAN STAMPS ARE FROM THE 1902-1905 ISSUE

BEAR IN MIND THAT AT THIS TIME RUSSIA WAS STILL USING THE JULIAN CALENDAR (UNTIL 1918) WHICH WAS ABOUT 12-13 DAYS BEHIND THE GREGORIAN CALENDAR USED BY MOST OF THE WORLD BY THIS TIME, EXCEPT GREECE (UNTIL 1924). HENCE THE LETTER DID NOT TAKE 15 DAYS TO TRAVEL BUT MORE LIKELY JUST TWO OR THREE, AS THERE WAS REGULAR SERVICE BETWEEN GERMANY AND ST. PETERSBURG.
